Important Information for Penn State Families:

Effective with the fall 2006 semester, tuition bills will no longer be mailed.

Consistent with our commitment to continually improve our level of customer service, we are pleased to announce paperless bills. Beginning in July 2006, electronic bills (eBills) will replace all paper bills for Penn State students. We will send an e-mail message to the student's official University e-mail account announcing that the eBill is available. eBills will then be available to view and pay via eLion.

A Parent/Guardian/Other can now access student financial information online via eLion!

To access the financial information (Bills Tuition/Other, Bursar Account, Hope/Lifetime Tax Credit) in a student's record, you must be granted access by the student and have either a Friends of Penn State (FPS) Account or a current Penn State Access Account. If you do not have either account, you can create an account. Go to www.elion.psu.edu and select “Parent/Other”.

Electronic payments via eCheck are now accepted on the web!

Penn State is pleased to announce that we are now accepting your check payment electronically. There is no fee charged for this payment method. You can view your student's bill online via eLion (your student must first authorize you to access the bill) and pay electronically with an eCheck.

What can Parents access?
With their student's authorization, Parents can access financial information in the student account. This information includes Semester Bill , Bursar Account , and Hope/Lifetime Tax information.

How can I pay my bill electronically?
To pay your bill electronically, you can use an eCheck. This is a fast and secure method for you to pay your bill from any checking account. There is no charge to pay by eCheck. You can also pay your tuition & fees with a credit card electronically. MasterCard and Discover credit cards are accepted with a 2% convenience fee.

Payments can be made at any Penn State location by cash, check or money order. All checks and money orders must be made payable to Penn State. If you would like to mail your payment, please send it to the University Park Bursar Office, 103 Shields Building, University Park, PA 16802-1200.

If you prefer paying by Mastercard or Discover credit card or eCheck, you may do so only through eLion. Please choose the "Student" category on the left margin and then choose "Confirm Registration" to proceed in paying by credit card. A 2% convenience fee will be charged for each credit card transaction processed through eLion.

Students who owe less than $100 will receive an e-mail notification. This notification will inform students that they must "Confirm Registration" on-line by using eLion (select "Students", enter your User ID and Access Account password. Then from the menu on the left side of the screen, select "Confirm Registration".)

Semester Bill Processing

All students who plan on attending Penn State, regardless of their student status, division standing, or amount payable, must process their semester bill and pay any tuition and charges due. Even if no payment is due (i.e., net payable is $0 or a credit balance), you must process the semester bill prior to the due date or you will be assessed a $50 late fee. A "zero" bill (i.e., net payable is $0 or a credit balance) can be processed by accessing eLion.

The processing of the semester bill to your student account is necessary for you to officially register for classes. Processing your semester bill establishes you as a "registered" student, confirming to the university that you will be attending classes. If you do not process your semester bill, your classes will be cancelled.

Deferred Payment Policy

A deferred payment policy is available to all students. Two-thirds of the current semester's net payable may be deferred beyond the current due date. All eligible aid and loans must be applied to reduce current charges before the deferment option may be taken. Students who late register by the first day of classes and want to use the deferment plan must be prepared to pay one third of their tuition when scheduling classes. Students who choose the deferment plan will be assessed an additional $45 administrative fee. Penn State has the right to refuse a deferred payment to any student who has not met prior payment agreements. A deferment option is available on eLion when paying by Mastercard or Discover credit card.
